A villager automatically replants the seeds and gets locked up before he can break the grown wheat. This build has a locking/unlocking door, water dispensers on a hopper timer, a sorting system to separate the wheat from the seeds and an item elevator that pushes the seeds to the surface for the villager to collect and plant.

To make the farm effective then you will need water for irrigation and a lot of light. Torches works great to grow wheat, but you can also use the jack-o-lanterns, glowstone or lamps. You could calculate an effective way to get enough light with a minimum number of torches but my advice would be to just go crazy with the lighting.
Now lastly to speed up the wheat growth rate is to place torches around or above the wheat to provide them with light 24/7 so they can grow during the night and stop unwanted mobs spawning in your wheat fields.
It even resets itself when you plant the seed, making it about the most automated wheat farm you can build in Minecraft without a villager or mods. Again, for a fuller description of the Observer Wheat/Vegetable farm, go here.
I'm wondering if there's some sort of cheat/command to getting crops growing faster in creative mode. I'm trying to do testing on designs for some really sim...
I heard that someone increased the tick rate or something making wheat, pigs, cows, carrots, etc, grow faster, but not the sun go any faster. Are you thinking of the "RandomTickSpeed" gamerule added in 14w17a? Among other things, increasing that will make crops grow faster without increasing the sun speed. But it won't affect animal growth.
I decided to leave it to later use. So I started building a small farm. Problem was the water kept freezing. Now before you tell me I don't need water to grow wheat, I find it grows faster with it (that's just me). So how can I build a wheat farm in a snow biome? I also ended up using the bone meal, but I can't keep doing that.
